In implementation of VKM (Decision of the Council of Ministers) no. 893, dated 17.12.2014, “On the approval of the rules of organization and functioning of auxiliary cabinets, of the internal organization of the institutions of the state administration, as well as on the detailed procedures for the preparation, proposal, consultation and approval of the internal organization”, as amended, as well as of Order no. 288, dated 12.12.2025, of the Minister of Tourism, Culture and Sport, “On the initiation of the process for the establishment of the council of experts at the Ministry of Tourism, Culture and Sport”, the Ministry of Tourism, Culture and Sport announces the call for expression of interest for members of the Council of Experts, as follows:

1.Expert in the field of promotion and tourism;
2.Expert in the field of material cultural heritage, museology and intangible cultural heritage;
3.Expert in drafting policies, in preparation of projects, identification of funding sources and their monitoring, in the field of art and culture;
4.Expert in drafting policies and projects in the field of sport;
5.Expert in drafting policies and projects in the field of youth.


Main duties of the Council of Experts


a) evaluation and giving of opinions on issues of the fields of responsibility of the Ministry of Tourism, Culture and Sport;
b) proposing and development of legal and sublegal initiatives in the field pertaining to Ministry of Tourism, Culture and Sport, with the purpose of addressing specific issues that respond to the implementation of the general state policy;
c) contributing with knowledge and specific professional expertise on general issues of the processes, part of the field of responsibility of Ministry of Tourism, Culture and Sport;
ç) presentation of recommendations and possible solutions for addressing issues and various problematics, which relate to the field of responsibility of the Ministry of Tourism, Culture and Sport.


General requirements that candidates must fulfill:


a) to have full legal capacity to act;
b) to be in health conditions that allow him/her to perform the respective duty;
c) not to be convicted by final court decision for committing a crime or for committing an intentional criminal contravention.


Specific requirements that candidates must fulfill:


To have professional experience of at least 9 (nine) years in the field/fields similar or related to the fields of expertise for which he/she applies to become part of the Council of Experts.


Candidates who apply must submit the documents as follows:


a) Curriculum Vitae / CV;


b) Letter of interest where the experience and the field of expertise that he/she applies to offer are described;
c) Copy of diploma/diplomas, certificates/trainings that prove the field of expertise and experience;
d) Copy of identity document;
e) Reference letter from previous employers in the nature of the field of expertise;
f) Photocopy of the work booklet / Legal documentation that proves the experience in the field of expertise;
g) Self-declaration regarding judicial status.


The deadline for submitting the expression of interest and the required documentation is 26 February 2026. It may be sent to the email address info@mtks.gov.al or submitted to the Ministry of Tourism, Culture and Sport Protocol Office.
